If you’re looking for an example of what happens when a city buys an old, run-down, historic theater, look no further. The City of Duluth purchased the NorShor theater last year in an effort to renovate and revitalize it. City councilor Todd Fedora said that by the time it’s finished, taxpayers will have dropped $7 million into the NorShor theater. And that’s just the initial capital costs, not including any ongoing subsidies to continue running the historic theater.
