With summer right around the corner, it’s never too early to talk about city-run water parks. The River Springs Water Park in Owatonna boasted a year in the black, after 2009 saw $40,000 in losses. Unfortunately, the $12,500 in the black does not include depreciation which is valued at $70,000 for 2010. One important thing to remember: When gauging the performance and necessity of a city-run enterprise (like a water park, golf course, or other recreational venue), it’s important to consider the entire cost for taxpayers.
