ROCHESTER: Work starts on $3.6 million home for chronic inebriates

Rochester taxpayers will have their eyes on a new $3.6 million building that will serve as a home for chronic inebriates. The Rochester Post-Bulletin notes that construction has begun on the building set to open November 1.
